# General Info
Elsbeth Windermere has served as Haven's mayor for the past decade, showing the city her prowess as a competent and steadfast leader. Before stepping into the political arena, she was a successful merchant who had a keen eye for opportunities and a strong business acumen. Her firm but fair trade policies earned her the respect of both guilders and nobles and, eventually, the financial means to influence Haven politics.
 
As a leader, Mayor Windermere has always prioritized the safety and prosperity of Haven above all else. She is a strong advocate for industrial and economic development, but not at the cost of her people's welfare. She has a reputation for being pragmatic and determined. While she's far from an adventurer herself, she's not above recruiting others to tackle whatever is required.
 
She can usually be found in her private office in the [[landmark/mayors-palace|Mayor's Palace]] from 10:00am to about 7:00pm, or in the Council Chambers whenever they are in session, usually explaining why she had something done or spent city funds on a particular project. She is not required to seek Council permission to do her job or to spend money, but the Council does have the right to remove her from office at any time. 
 
She has appointed all of the current Ministers to their positions; for most of these jobs, she succeeded in choosing people of her own stripe, but she did not pick all angels - one devil snuck in.
 
As mayor, Windermere is more likely to engage in social encounters rather than combat. Use her high Charisma and Persuasion skills to reflect her diplomatic experience and her ability to rally her people in times of crisis. She's a natural leader and a shrewd politician, always aiming to secure the best outcome for her city and its people.
